Start with your base. I chose this picture:


Duplicate it and set to Screen 100% (it depends on your image):


Add a New filler layer filled with #160B33 solid color.
Set it to Soft Light 100%:


Add a New Selective Color layer with this settings:
Reds: -42// +33// +32// +12
Yellows: 22 // -20// -73// 0
Whites: 100// 100// -100// -54
Neutrals: 50// 9// 0// 0


Duplicate it and set the opacity to 80% (it depends on your image):


Done with the coloring. If you want some extras, I add this texture.
